Spectrum is the brand of Charter, one of the largest cable internet providers in the United States. Like Comcast, it's home internet, so Spectrum addresses look like visitors at home to websites. Note that large cable providers cover different areas: if you set a city together with the provider, make sure the network operates there, or there may be no addresses.
How to get an address on Spectrum
In the dashboard generator choose USA, switch on advanced mode and set the provider: USERNAME__cr.us;asn.20115. The parameter works with any port: 823 or 824 give a new address on this network for every request, and sticky ports 10000-20000 keep one address for 1 to 120 minutes.
